Unable to choose individual paths/layers in the layers panel

Layers Panel

I am unable to pick multiple individual layers/paths using any of the Control, Option or Command modifiers in the layers panel. The command key no longer works in the layers panel.

Where’s the multi-select option for the main selector tool. It’s painful to select items.
